Two years ago, the 2021 NHDP Midterm Convention approved many significant changes to the NHDP Constitution. Given the scope of the changes made just two years ago, it was not surprising that the scope and volume of the proposed changes that the Rules Committee received and considered during this year’s process were both significantly less.
On March 11, 2023, the State Committee elected the following members to the Rules Committee: Carlos Cardona, Hon. David Cote, Hon. Sue Ford, Ryan Mahoney, Hon. Mindi Messmer, and Hon. Jackie Weatherspoon. Also, on that day, the NHDP elected Attorney Bill Christie as NHDP Legal Counsel, becoming an automatic member of the Rules Committee. On March 28, 2023, the committee members met for their organizational meeting and elected Ryan Mahoney as chair of the committee for the term. Subsequently, they set up a public hearing and a schedule of work sessions throughout the summer.
The deadline for submission was July 2, 2023 (90 days from Midterm Convention per the NHDP Constitution). NH Democrats submitted a total of 12 suggested amendments for the committee to review. The public hearing was held virtually on July 31, 2023. The Rules Committee met three additional times in open session following the public hearing to carefully review each offered change and submitted the proposed amendment to NHDP Chairman Buckley on August 31, 2023.
We thank the Rules Committee for their tireless work:
Chair - Ryan Mahoney
NHDP Legal Counsel - William Christie
Hon. David Cote
Hon. Mindi Messmer
Carlos Cardona
Hon Sue Ford
Hon. Jackie Weatherspoon
If you are a Delegate, you will be voting on the Proposed Constitutional Changes presented by the Rules Committee. You can find a Summary of the changes here:

In a step towards empowering Democrats for a triumphant 2024 election cycle, the New Hampshire Democratic Party is excited to announce the introduction of a robust training program as part of the afternoon segment of the 2023 NHDP Convention.
The ‘Afternoon Core Curriculum,’ curated by Caitlin Rollo and Shana Potvin, promises to be an invigorating series of training sessions focusing on key aspects that will form the cornerstone of the campaign strategy for the upcoming election season.
The afternoon curriculum is split into four significant parts, each designed to build a robust foundation for the 2024 elections:

-
Where are your votes in 2024?
-
Organizing our Messaging
-
Building a Strategic Plan
-
Organizing to Win
Delegates and attendees are invited to be part of these dynamic sessions that not only aim to foster intelligent discussion but also to cultivate a roadmap to victory in 2024. The sessions will delve deeply into data analytics, effective messaging strategies, comprehensive strategic planning, and result-oriented organizing principles.
The training sessions are scheduled to commence at 1:00 PM and will continue until 4:00 PM at Bedford High School, promising an afternoon brimming with knowledge exchange and strategic discourse. The NHDP invites all attendees to stick around for these essential conversations, which are poised to shape the blueprint for the forthcoming election cycle.
